What is the object of the contract?
A fundamental component in the simplification of business licensing procedures is the Integrated Information System for the Pursuit of Activities and Audits (OPS-ADE), which will provide online support for the formalities procedures (notification, approval, etc.) for the exercise of economic activities and the corresponding auditing procedures.
The OPS-ADE will facilitate both citizens and public sector executives in managing the entire licensing chain (notification or approval, management of approvals and audits.
The object of the contract is the implementation of the Integrated Information System for the Pursuit of Activities and Audits (OPS-ADE), which will be the main platform that will support the institutional framework for the exercise of economic activities in Greece (Law 4442/2016 and Ministerial Decisions that have been issued or will be issued on their authorization), as well as their supervision (Law 4512/2018 PART D’).
The OPS-ADE will provide online support for the procedures for pursuing economic activities (notification, approval, etc.), as well as the corresponding audit procedures to be carried out by both the General Secretariat of Industry (GGB) and other supervising Ministries and Competent Authorities of the wider Public Sector.
The object of the contract includes the provision of the following services:
- Implementation – Requirement Analysis Study
- Data Migration and Cleansing Services
- Training Services
- HelpDesk Services
- On-site Support Services
- Pilot Operation Phase Services
- Testing Phase and System Deployment Services
- Warranty and Maintenance Services
- Publicity Services
What will the OPS-ADE support?
- The provision of a single point of contact for companies in order to obtain detailed information on the notification, approval and audit procedures, as applicable in accordance with the Law (conditions, steps, costs, supporting documents, time limits, etc.)
- The provision of a single point of contact for companies so that they can submit applications for approval or provide notifications, be able to monitor the progress of procedures and distribute relevant documents in electronic form.
- The creation of an integrated profile for each company that will include targeted information regarding the approval, notification and audit procedures concerning the company, as well as information regarding the relevant documents (e.g. approvals, audit results, etc.).
- The coordination of Ministries, Organizations, Local Authorities and other services so that all involved bodies have a common understanding at all times regarding the progress of the approval, notification and audit procedures that fall within their jurisdiction.
- The rationalization of the decision-making process regarding the carrying out of audits through their scheduling based on risk assessment, as well as the use of standard checklists, thereby enhancing the compliance of the companies and establishing a relationship of trust between the auditors and the audited companies.
- Conducting targeted audits with the aim of significantly reducing the workload for both auditors and companies, as well as the optimal use of resources and data, thereby eliminating the phenomenon of overlapping audits.
In view of the above general requirements, the following should be noted:
- The OPS-ADE will support the most important approval, notification and audit procedures for the coordination of the authorities involved and the existence of a common reference framework.
- The audits to be supported through the OPS-ADE include companies, facilities, services, assets and products.
Who are its potential users?
- All natural and legal persons (economic bodies) who start the operation of an company or modify the information of an existing company (economic activity) in the Greek Territory,
- All officials of the Public Authorities involved in the procedures of the chain of notification, approval and supervision of an economic activity,
- All citizens, social bodies and public administration officials who will be able to access the publicly available content of the system (legislation, news, announcements, etc.)
What are the expected benefits?
The OPS-ADE facilitates both citizens and public sector officials to manage the entire cycle of notifications-approvals and supervision of an economic activity. Any natural or legal person wishing to start a company or to modify the information of an existing company will be able to do so through the OPS-ADE, as long as they have a personal computer and an Internet connection. On the other hand, public sector officials will be able to be informed about the requests of the companies, to approve and reject them, as well as to inform other competent authorities (e.g. Regional authorities, Municipalities, Fire brigade) about these requests. In addition, the competent authorities in charge of supervisory tasks will be able to schedule audits at the facilities of the economic activities based on the risk assessment and carry out audits using standard audit sheets.
In other words, the OPS-ADE will support the smooth completion of the notification and approval processes, providing the following benefits:
- More complete information on the regulatory requirements regarding the establishment and operation of companies, as well as the supervision.
- Reduction of the time period from the submission of a request related to an economic activity until its approval.
- Elimination of the physical presence of the person concerned in one or more services.
- Ability to monitor the progress of requests by the interested parties.
- Interoperability with other information systems of the Public Sector from which data will be extracted and, thus, the interested party will not need to provide them and the service will not have to look for them.
- Audit procedures based on a risk assessment analysis that will lighten the load of the Audit Authorities and lead to more targeted and effective audits.
- Information on the audit sheets, enabling the companies to make appropriate preparations (self-monitoring) and, consequently, their timely compliance with the requirements of the law before conducting an audit, which will ultimately lead to the reduction of the imposition of measures.
Overall, all of the above drastically reduces the cost and time of establishment and operation of enterprises, improves the competitiveness of the country and facilitates the attraction of new domestic and foreign investments.
How is it funded?
The Project is funded by the Operational Program “Competitiveness, Entrepreneurship and Innovation 2014 – 2020 (EPAnEK)”, within the framework of the NSRF, by the ESF and by National Resources.
