What is the scope of the Project?
The object of the contract is the formulation of alternative scenarios for the simplification, redesign and optimization of the procedures followed by the Divisions and the individual departments of the General Secretariat of Sports.
The redesign of these procedures, through the removal of a series of bureaucratic obstacles, is considered as an valuable condition for a substantial upgrade of the services provided to citizens and businesses, creating conditions of simple operation, clear action, clear management and safe behavior.
This project will result in the reduction of costs and the resulting administrative burden, as well as the organization of the GGA, based on the principles of transparent, effective, efficient and faster service to citizens and businesses.
In the context of the project, at least the following will be implemented:
- Evaluation of the operating environment of the GGA and identification of the implementation aspects for the simplification of the GGA procedures.
- Recording and evaluation of the current situation regarding the outward-looking services provided by the GGA, the flow of procedures and the administrative support of the supervisory and audit work it carries out
- Planning of the Organizational and Operational Model of the GGA
- Optimizing the flow of GGA service delivery procedures
- Ensure the legislative basis for the implementation and successful adoption of the optimization proposals for simplification procedures
- Proposals for further modernization of the GGA for the effective implementation of simplified procedures and forms concerning interventions in the services of the sports sector and the structure and operation of the GSA. but also its supervised bodies in general
The project will be implemented in three (3) phases:
- Phase A: Capturing and evaluation of the current operating condition of the GGA, focusing on the procedures for the provision of outward-looking services to the sports bodies and citizens concerned;
- Phase B: Simplification of the selected outward-looking services of the GGA for the field of Sports
- Phase C: Supporting the operational functions of the GGA for the field of Sports
What is the purpose and the objectives of the Project?
The main purpose of this operation is to upgrade and optimize the operation of the divisions and departments of the GGA, so that they become less bureaucratic and more “accessible” and friendly to the citizens and entities involved, through the use of Information and Communication Technology; effective, efficient and transparent. The individual objectives are:
- The design of a single and integrated operational architecture of the GGA services for the sports sector, as well as their administrative support procedures, with a view to optimizing the flow of such processes and the award of electronic services with standard force.
- Ensuring the effectiveness of the contract in terms of quality and efficiency, as well as ensuring, through the necessary legislative interventions, the legal validity of the changes expected to result from the implementation of the action. These legislative interventions will integrate and include changes in the provision of services in the field of sports.
- Providing the possibility to the services of the supervised bodies of the GGA to communicate with each other electronically, for the registration and exchange of data and documents
- Providing the possibility to the GGA services to inform the citizen or sports organization of the progress of their request.
- Providing valid information and control of the GGA services regarding the functioning/organization of its supervised bodies and the sports sector in general.
What are the expected benefits?
The expected benefits from the implementation of the Act concern the following:
- Improving the quality and effectiveness of the procedures and services provided by the General Secretariat of Sports (GGA)
- Improving the quality of services towards the citizens and sports entities involved
- Avoiding repetitions, saving materials and human resources, more effective control of the field of sports
- Strengthening the trust of citizens and sports organizations towards sports policy-making bodies
- Reducing the complexity and upgrading the mechanism of the provision of services and the control of citizens and entities involved in the field of sports
- Creation of a functional, efficient, transparent framework for the establishment and operation of sports bodies
- Creation of a more favorable environment for the successful implementation of planned interventions in the field of sports (sports programs, etc.) by appropriate sports bodies (including the local authorities)
- Ensuring the legal protection of those involved, and in particular the citizens, in the new practices and procedures to be proposed and adopted in the field of sports.
- The direct beneficiaries of the implementation of the Act, apart from the competent Ministry of Culture and Sports, are citizens, sports professionals, those related to the organization and operation of sports, sports facilities, etc.
How is it funded?
The Project is funded by the Operational Program “Public Sector Reform”, within the framework of the NSRF, by the ESF and by National Resources.
