What is the object of the Project?
The project “National Codification Portal / Integrated regulatory process platform for the evaluation and updating of standards of good practices in law-making and legislative and regulatory processes” is foreseen to be the electronic node of the codified legislation which will be organized according to updated standards and will be available to the public and, on the other hand, the platform through which the entire legislative and regulatory flow will be standardized, the codification will be facilitated and the functioning of better legislation structures will be supported, as described in the framework of the “National Strategy for the Codification and Reform of the Greek Legislation 2018- 2020”.
In light of this Strategy, the implementation and operation of the project will enable the completion of the social and economic mission of the codification and reform actions of the legislation and will make the codified legislative material accessible, recoverable and usable by the citizens, thus allowing them to stay informed and exercise all of their fundamental constitutional rights.
The project aims to fill the gap that is currently present regarding the easy and free access to existing codifications, which are either available in a non-editable format and scattered throughout the public sector, or are not at all available to the public.
In addition to the need for access to the codified legislative material in order for any reform and codification effort to be successful, it is necessary to ensure that it is continuous and incorporates any new legislation. Whereas, the configuration of methodological and technical prerequisites for the reform and/or codification of law is based on the following data:
- A valid institutional framework for good legislation practices and codification
- Institutional Standards and Recommendations
- National Standards
- European Standards
- International Standards and Recommendations
At the same time, the following priority areas for the codification or reform of the Law are defined in the framework of the Strategy.
- Codification, Reform and Clarification of the Legislation
- Criteria for selecting the subject matter of the fields to be codified or reformed
A number of structures are also provided for, which have an institutional role in the codification process, namely:
- the National Council for the Codification and Reform of the Greek Legislation
- the General Secretariat for Legal and Parliamentary Affairs
- the Greek Parliament
- the National Printing Office
- the Legislative Initiative Offices of the Ministries
What is the aim of the Project?
The aim of the project is to provide valid information regarding the legislation to the general public, to support the strategy and policies for the restoration of the internal coherence of the law, to improve the quality of legislative and regulatory provisions and their production processes, as well as ensure their systematic inclusion in sets of rules of law.
What does the object of the Project include?
In light of the above and in the direction of achieving the objectives of the Strategy, the object of the Project includes:
- the completion of modeling ontology of Greek legislation;
- the updating of standards for good regulatory processes and codification;
- the establishment of a mechanism for the extraction and conversion of existing legislation in a codified format, compatible with ontology;
- the development of a web portal where codified legislation will be collected and made available, and through which a number of search and classification functions will be possible;
- the implementation of a series of IT tools to support the production of legal and regulatory provisions at every stage of the life cycle of these texts, in full compliance with the ontology;
- the functional interconnection of the above components
- the establishment of a governance and institutional shielding framework for the above
The main axes of the Project in terms of technical and operational characteristics are the following:
- Formulation and definition of a data and metadata model for legislative and regulatory texts, development and completion of the relevant ontology and its enrichment with the corresponding semantics interpretation.
- A package of scientific works for the application of rules, standards, processes and good legislation and codification practices in the National Portal and in the applications of good legislation practices.
- Implementation of the National Codification Portal
- Implementation of an integrated system based on good legislation practices
- Proposal for institutional interventions regarding the implementation of the standards and procedures that will be determined
The object of the contract will include the provision of the following services:

- Pilot Operation Phase Services
- Testing Phase –Productive Operation Services
- Warranty and Maintenance Services
What are the expected benefits of the Project?
The project covers important needs and gaps in the current situation, both in terms of the access of the wider public sector, the legal world and the judiciary authorities to the selected legal information sectors, citizen information and legislative structures, and in terms of the updating of existing codifications and the consistent classification of new legislation and regulations.
How is it funded?
The Project is funded by the Operational Program “PUBLIC SECTOR REFORM”, within the framework of the NSRF, by the ESF and by National Resources.
