What is the object of the project?
The physical object of this invitation to tender includes the following actions:
1. Fault management and Administration Support for all the systems that comprise the National System of Electronic Public Procurement Contracts (ESHDHS) (apart from the two mentioned in the previous paragraph). The requirement is noted for the contractor to also actively participate in the systems administration/management, always in cooperation with the competent officials of ESHDHS Management)
Additionally to the works of the above object, it is required that the following specialised, demanding and critical activities be offered:
2. Support of technical operation – System Operation and Management (System monitor & operation support) for all the systems comprising the ESHDHS (namely for 17 technical subsystems see Annex I – par. 1.2.3 Functional description of the electronic services provided by the ESHDHS) for 12 hours each day (from 08:00 to 20:00) on working days throughout the year by the Contractor’s team (operation support group).
3. Support of operational managers, namely applications use tasks with roles and responsibilities of operational managers. These tasks will be performed following relevant clear and specific instructions for the operational management of the services provided to the users and in the context of standard procedures and
safety methods required to be detailed and documented by the economic operators in their bids.
4. Gradual and constantly adapted implementation of applications and infrastructure architecture (in line with Agile methods) which includes the entire life cycle of development of new electronic services of extension or change of existing software or addition of new software products to the system.
5. Provision of advisory services and studies on the thematic area of development and operation of information systems of electronic procurement which will be provided using cooperation methodology respective to the one provided for the implementation of applications (see point 4 above)
6. Provision of training material, training of operational managers and instructors of the ESHDHS Management.
7. Furthermore, it is required that all the services specified above should be managed and formally recorded using an electronic platform, which will provide request management and project management electronic services and which will be provided by the contractor as SaaS.
What is the purpose and the objectives of the Project?
The project aims at the optimisation, through the digital modernisation and the upgrade of processes and functionality, of the ecosystem of the National System of Electronic Public Procurement Contracts (OPS-ESHDHS).
Main objectives are the further modernisation, the efficiency and effectiveness of OPS-ESHDHS.
