Which is the necessity of implementation ?
Currently, the use of Unmanned Aircraft Systems (UASs-Drones) is not coherently regulated in many countries, thus leading to potential risks to safety, security and privacy. In addition, the rapid growth of the UAS industry offers economic opportunities that could be exploited to drive innovation and growth, but such opportunities are not being fully realized due to a lack of coordinated planning and investment.
What is the object of the project ?
The Ministry of Digital Governance and the General Secretariat of Telecommunications and Post are focusing on the development of a comprehensive national strategy for the use of Unmanned Aircraft Systems (UASs) and the establishment of a clear and coherent framework for their safe, responsible and regulated integration into the national airspace. In order to achieve these objectives, the national strategy for UASs shall build on a multifaceted approach which includes the following key components:
- Regulatory framework
- Research and development
- Development of the respective industry
- International cooperation
In particular, the object of the project includes:
Phase 1: The evaluation and examination of existing structures and practices in the light of the national strategy for Unmanned Aircraft Systems (UASs).
Phase 2: The provision of scientific and technical support services and the provision of recommendations for operational and organizational changes deemed necessary for the successful implementation of the national strategy for Unmanned Aircraft Systems (UASs).
What are the objectives of the project ?
The main objective of the national strategy for UASs is the establishment of a clear and coherent framework for their safe, responsible and regulated integration into the national airspace. More specifically, the strategy aims at:
- promoting the safe and responsible use of UASs through the development of clear and consistent rules and guidelines;
- strengthening the security and privacy of the operations of UASs through the implementation of measures such as secure communication and identification systems;
- promoting the development of the UAS industry by enhancing research and development, encouraging investment and supporting the development of small and medium-sized enterprises;
- promoting the use of UASs for the benefit of the society, including, inter alia, disaster response, environmental monitoring and other public interest applications.
