What is the object of the project?
The subject matter of the contract is the implementation services and software licenses for the implementation of a new system of Electronic Public Procurement, to support all the procedures for concluding and executing public procurement contracts. The new system includes the implementation of applications that support the total procedures, actions and measures related to Public Procurement.
The contractor will be able, for the implementation, to use the “Cloud Computing Infrastructure and services (Cloud Services )” that will be available by the body, but he will have to specify exactly, in his proposal, the design for the project, detailing reasonable resources (IaaS) and/or software that may be available in SaaS/PaaS form.
- It includes the following services:
Implementation Study Preparation - Initialization of G-Cloud Environment / Supply of Standard Software / Installation & Initialization
- Development / Configuration of Functional Areas of new National System of Electronic Public Procurement Contracts (ESHDHS)
- Transfer of Existing Data
- User Acceptance Testing
- Security Study and Shaping a Business Continuity Plan (BCP)
- Pilot Operation
- Training
- Publicity Measures
- Project Management and
- Provision of Warranty and Support Services for 2 years of the integrated system with provision of management services and software and applications failure recovery services. The respective services related to the infrastructure provided by the project implementer (IaaS, PaaS, SaaS) will not be included.
What is the purpose and the objectives of the Project
The objectives of the project are:
- optimisation, through the digital modernisation and the upgrade of processes and functionality, of the ecosystem of the National System of Electronic Public Procurement Contracts (OPS-ESHDHS).
- upgrade of the overall framework of the Electronic Public Procurement Contracts by implementing new applications that support the total procedures, actions and measures related to Public Procurement.
- modernisation, efficiency, effectiveness and reliable support of the Electronic Public Procurement.
