What is the object of the project?

“Information Society Technologies SA” is a company operating in the public interest and having as main mission the development of actions and the support of the bodies for the improvement of the administrative capacity of the Public Administration, as well as the implementation and management of projects in the field of information technology, communication and new technologies for the Public Administration. The Company operates in accordance with the rules of private economy of Law 3429/2005,
in the context of the provisions of Law 3614/2007 (Government Gazette 267/Α), of Law 4314/2014, Article 59, par. 17 and its Articles of Association, as in force (Government Gazette Β 5111/04-11-2021) and it is supervised by the Ministry of Digital Governance.

The main purpose of the Company is:

(a) The execution of actions and projects for the improvement of the administrative capacity of the Public Administration in the context of the implementation of the operational program “Administrative Reform” and its support for the execution of similar actions and projects with a view to strengthening the administrative efficiency of the Public Administration.
(b) The execution of projects in the field of information technology, communication and new technologies for the improvement of the Public Administration in the context of implementation of the relevant projects.
(c) The support and/or management of the operation of information technology and communications systems of public sector bodies, as provided for in Law 3614/2007 Article 32).
(d) The undertaking of the execution of acts and measures of technical support, financed by the operational programmes “Administrative Reform” and “Competitiveness, Entrepreneurship and Innovation’ (EPAnEK)”or by the Public Investment Programme.
(e) The systematic documentation and monitoring of the characteristics, the problems and the development of the administrative capacity of the Public Administration, the evaluation of the results of the programmes and actions aimed at improving it and facilitating the transfer and adaptation of foreign experience and good practices in the Greek Administrative environment

What is the aim of the project?

The purpose of the contract is the service provision for storage, safe-keeping and secure management of archive material of the Public Bodies of General and Central Government as well as first- or second-level local authorities,and which include a series of related services.
More specifically, the present Pilot implementation of standard recordkeeping for secure storage relates to 1,440,000 boxes that corresponds to approximately 65,000,000 archives or otherwise 5,760,000 public sector archives, seeks to a more effective public administration and aims at the decrease in the time cost for the provision of these services to the public from the public administration, while better access to the archives is also expected to lead to significant cost savings and to the release of resources.

What are the goals of the project?

The main objectives of the project are the following:

• The preparation of spaces and their disposal for the safe-keeping of 1,440,000 boxes of sensitive archive material
• The organised recording, safe-keeping and management of the archive material of the public bodies that are in the active and semi-active phase of their lives. This requires
separation and characterisation of the inactive archives by the body having responsibility for producing and/or possession in cooperation with the General State Archives (G.S.A.) and under the relevant legislative framework. At the selection and clearing process, the archives are recorded and cleared according to the procedures laid down and with the competence of the General State Archives (G.S.A.) being non-assignable. The archives for which the General State Archives (G.S.A.) issue an administrative act of Destruction Authorisation, are destroyed under the procedures provided.
• The inactive archives of the State that are selected by the General State Archives (G.S.A.) for permanent retention are entered/delivered under a Delivery-Acceptance Protocol to the General State Archives (G.S.A.) (institutionally) and may be transferred or safekeeping and digitization at the Contractor’s premises only subject to authorization by the General State Archives (G.S.A.) and under a specific contract between the General State Archives (G.S.A.) and the Contractor.
• The selection and clearing process of public archives by the General State Archives (G.S.A.) may be executed throughout the duration of the project or the term of the specific contracts for the archives that will have been transferred and safe-kept at the Contractor’s premises. The General State Archives (G.S.A.) need direct unhindered access to the archive material, as well as direct and continuous tracking of the location and status of the archives kept at the Contractor.
• The storage of the sensitive archive material in special conditions that prevent its destruction by natural conditions.
• The safe-keeping and protection of the archive material against all risks (theft, damage, fire, flood etc.) in accordance with the existing standards and best practices.
• The possibility of direct search and retrieval of the archive from any public body, through a special electronic service provided by the Contractor. The process will be carried out electronically, in application where the classified officials of each Body will safely register the relevant request and will monitor its progress.
• The provision of additional services related to the archive under safe-keeping, such as, indicatively, the targeted digitization of documents and the extraction of data on them.
