What is the “Tourism for All 2022” Program?
The “Tourism for All 2022” Program aims to strengthen the demand for domestic tourism, through subsidizing beneficiaries for accommodation services for holidays within the Territory.
The terms and conditions of the Program are analyzed in the Joint Ministerial Decision no. 13958 of the Ministers of Finance, Development and Investment, Tourism and Territory (Government Gazette 3652 / Β / 12-07-2022), hereinafter referred to as “JMD”.
The total budget of the project amounts to three hundred and thirty million euros (€31,000,000,00).
Who are the beneficiaries of the financial aid?
Potential Beneficiaries of the “Tourism for All” program, are adult natural persons, who are tax residents of Greece and fall under the income criteria, which are outlined in the JMD (annual family income).
For the first cycle of the program, namely for the program “Tourism for All 2022”, Potential Beneficiaries are those who have submitted a Declaration of Income Tax for Natural Persons for the tax year 2020 and their annual family income falls under the tables set out in paragraph 2 of Article 2 of the JMD, income criteria.

What is the application submission period?
Applications for participating in the “Tourism for All 2022” Program are submitted between 16 and 21 July 2022. Specifically:
On Saturday 16/7, submissions by the applicants with TIN ending in 1, 2 & 3
On Sunday 17/7, submissions by the applicants with TIN ending in 4, 5 & 6
As of Monday 18/7, applications will be submitted regardless of TIN
What is the procedure for submitting an application?
The beneficiary, after being authenticated with their personal passwords – credentials of the General Secretariat for Information Systems of Public Administration of the Ministry of Digital Governance (taxisnet), in accordance with article 24 of Law 4727/2020 (A 184), enters the application and requests the issuance of the immaterial digital debit card and the crediting of the money in it. After entering the application, the applicant enters in the fields displayed in the system their contact details, in particular the e-mail address and the mobile phone number, which they then authenticate. Subsequently, they state that they have not been selected as a beneficiary of another social tourism program or an internal tourism aid program implemented during the same period. These programs are explicitly mentioned on the platform. At the same time, the applicant declares that the amount credited to the debit card will be used exclusively by them to cover their and their beneficiaries’ accommodation expenses and no transfer to a third party or withdrawal is possible.The beneficiary also registers the financial institution of their choice, from which the card will be issued, and requests the issuance of the immaterial digital debit card and the crediting of the relevant amount.
In the event of a disability rate of over 67% of the person liable to file a tax return and/or their children, as declared at the time of filing the tax return for the year 2020, the following fields are displayed for the taxpayer and/or their children: Social Security Registration Number (AMKA) or temporary Social Security Registration Number of Article 248 of Law 4782/2021 (A’ 36) (P.A.M.K.A.) or Provisional Social Security and Health Care Number of a Non-Citizen (PAAYPA).
The above described procedure for the issuance of the digital debit card can also be carried out through the Citizens’ Assistance Centers, by a certified employee, upon a relevant request of the natural person – beneficiary. The employee of the Citizens’ Assistance Center enters the special application after its authentication with the Public Administration Codes. Then, the employee shall enter in the fields that appear in the system the details of the potential beneficiary, as they are registered and in case they are submitting an application. The above procedure for the issuance of the digital debit card may also be carried out through the legally authorized representative of the potential beneficiary. The application constitutes a declaration under Article 8 of Law 1599/1986 (A’ 75) for the accuracy of the data contained therein. In the case of an approved application, revocation or the submission of a second application is not allowed. If no income tax return has been submitted by the natural person for the tax year under review for each cycle of the program, it is not possible to apply.
For the first cycle (“Tourism for All 2022”) the application can be submitted through the special application of par. 3 of article 1 of the JMD, created by IS SMSA. Applications for financial aid shall be submitted by 21 July 2022. The immaterial digital debit card will be issued with an expiry date on the last calendar day of the month for each operation cycle of the program, i.e. 30.06.2023 for the first cycle of “Tourism for All 2022”.
How is the Beneficiaries Register compiled?
Upon completion of the deadline for submission of applications for participation in the program, the potential beneficiaries are registered in the Temporary Table of Potential Beneficiaries, which includes: the Application Code Number of their application for participation and the last four digits of their Tax Registration Number (TIN). The Definitive Table of Beneficiaries for which the digital debit card will be issued is drawn by electronic draw among the applications from the above Temporary Table. The Final Table pf Beneficiaries and the Table of those excluded or not selected shall be prepared by decision of the Implementing Body. The Temporary Table pf Beneficiaries and the final table of beneficiaries are posted on the website of the Ministry of Tourism (www.mintour.gov.gr) and on the website of the Implementing Agency (www.ktpae.gr).

What is the procedure for crediting the financial subsidy?
After the completion of the electronic draw and the publication of the Final Table of Beneficiaries, the Implementing Body shall transmit exclusively for the purposes of the Program, within the meaning of par. 2 and 3 of Article 3 of Law 4557/2018 (A’ 139), to the credit or financial institution, in compliance with the appropriate technical and organizational measures, the details of the beneficiary and, in particular, the name, surname, e-mail address, mobile phone number, and the amount of the subsidy, information that is necessary for the issue of the immaterial digital debit card.
The credit or financial institution shall distribute, exclusively electronically, the immaterial digital debit cards within two (2) business days of receipt of the relevant file, without entering into a customer relationship with any beneficiary. The credit or financial institution shall then inform the beneficiary of the procedure to be followed for the activation of the card and the crediting of the money, by sending:
a) a text message (sms) to the mobile phone number declared by the beneficiary in the special application, with integrated instructions for the activation of the digital debit card; and
b) an e-mail to the e-mail address declared by the beneficiary in the special application with an integrated link for the activation of the immaterial digital debit card.
After entering the above link, the beneficiary creates a personal password and receives a confirmation code through a new text message (sms), in order to activate the digital debit card.

How is the Immaterial Digital Debit Card used?
The immaterial digital debit card is used exclusively for electronic transactions or through a device that supports the technology of contactless transactions, that is, through a website or an electronic platform which allows the direct crediting of the immaterial digital debit card by completing its details or by using an application on an electronic device that supports the operation of contactless transactions via the wireless connection of two devices with simple contact or by approaching them together (NFC – Near Field Communication technology).
The amount credited may be used exclusively by the beneficiary for accommodation, or in accommodations with Merchant Category Codes (MCC) related to the provision of accommodation services, which are posted on the action page in the Central Public Administration Digital Portal (gov.gr ΕΨΠ) and are updated by IS SMSA, either in real estate, as defined in article 111 of Law 4446/2016, in article 39A of Law 4172/2013, as well as in the relevant POL. 1187/2017, POL. 1162/2018, as in force, offered for short-term lease, which are included in the Register of Short-Term Rental Properties of AADE and are available with a lease (short-stay declaration), either through a digital platform or outside a digital platform.
