One more step ahead for SYZEYXIS II

With unanimous agreement of the members of the Committee on all issues, the 40th Cross-party Committee (IC) was held on Friday 25 September, regarding the implementation of the project “SYZEYXIS II”, which has been characterized by the State as a project of significant economic and technological value, of the Ministry of Digital Governance.

The meeting of the Cross-party Committee concerned the approval of the tender procedure conducted, the award of the result and the approval of the draft executive contracts for nine (9) sub-projects of “SYZEYXIS II”. Six (6) of these under the Security/Telephony/Teleconferencing/Wiring Infrastructure and three (3) under the Wireless Island Services.

The Infrastructure/ security/ telephony/ teleconferencing/ wiring project concerns, on the one hand, the supply of advanced equipment to public sector entities and, on the other hand, the provision of upgraded and more secure telecommunications services (voice, data and video), thus enabling public sector entities to participate in the digital transformation of the country that is currently taking place.

Similarly, the Wireless Island project will provide mobile telephony and data services to 55,000 civil servants, while making these communications “intra-network”, so that traffic within the “SYZEYXIS II” network will be free of charge, thus providing significant savings.

The meeting was initiated by the Minister of State and Digital Governance, Mr. Kyriakos Pierrakakis, Chairman of the Committee, presenting briefly the current status of the project and the necessity of its implementation, while Mr. Dimosthenis Anagnostopoulos, Secretary General of Public Administration Information Systems and Deputy Chairman, noted the necessity of the effort to be made by all stakeholders in order to accelerate their actions for the implementation of the project.

Mr. Stavros Asthenidis, CEO of I.S. SA, accompanied by the company’s team monitoring the project, after giving a brief presentation of the project, stressed the importance of “SYZEYXIS II”, both for I.S. SA and the Greek State, as well as the company’s commitment to its successful implementation.

Then the General Manager of Projects of I.S. S.A. Mr. Dimitris Giantsis pointed out the important developments that have occurred so far in the project since the previous meeting of the Board, and stressed the need to speed up the procedures from now on, as they are linked to milestones of payment and absorption of Community funds and have a very strict timetable. Finally, the Director of the Infrastructure Support Division of I.S. S.A., Mr. Charis Stellakis presented and analyzed to the committee members the agenda of the 40th session.

This was followed by an interactive discussion between the members of the Commission and the present executives from the I.S. SA and the G.S.I.S. on the agenda items and in the end the Commission unanimously came to the following conclusions: Regarding the Framework Agreement “SYZEXIS II – Security / telephony / teleconferencing / wiring infrastructures”:

  1. Approval of the relevant minutes of the Tender and Tender Evaluation Committee (TTE Committee)
  2. Approval of the tender procedure conducted for the six (6) subprojects/executive contracts
  3. Approval of the award of the result of the six (6) tenders for the Subprojects to the successful contractors as follows:
  • Subprojects Island 1 – 5: Association of companies “OTE SA – SPACE HELLAS SA – UNISYSTEMS SA”
  • Subproject Island 6: Company “LOGICOM SOLUTIONS LIMITED”
  1. Approval of the six (6) draft executive contracts for the aforementioned six (6) sub-projects of the Framework Agreement “SYZEYXIS II – Security / Telephony / Teleconferencing / Cabling Infrastructure”.

The legal continuation of the procedure by the Information Society SA for the above six (6) sub-projects.  Regarding the Framework Agreement “SYZEYXIS II – Wireless Island Services”:

  1. Approval of the relevant minutes of the Tender and Tender Evaluation Committee (TTE Committee)
  2. Approval of the conducted tender procedure for the three (3) sub-projects “Mobile and Device Connections and Data Exchange Connections – Sections 1, 2, 3” of the “SYZEXIS II – Wireless Island Services” Project.
  3. Approval of the award of the result of the three (3) tenders of the Subprojects to the successful contractors as follows:
  • Subprojects “Mobile and Device Connections and Data Exchange Connections” – Sections 1 and 2: Company “COSMOTE CINHOTE TELECOMMUNICATIONS S.A.”
  • Subprojects “Mobile and Device Connections and Data Exchange Connections” – Sections 1 and 2: Company “COSMOTE CINHOTE TELECOMMUNICATIONS S.A.”
  1. Approval of the three (3) draft executive contracts for the sub-projects “Mobile Telephony and Device Connections and Data Exchange Connections – Sections 1, 2, 3” of the “SYZEYXIS II – Wireless Island Services” Project.

The legal continuation of the procedure by the Information Society S.A. for the above three (3) projects.

The next step is to forward all the material and results of the DE to the Court of Auditors, which will carry out the pre-contractual audit of the procedure and the draft contracts of the nine (9) executive contracts, in order for them to be signed by the contractors and I.S. SA.

The project “SYZEYXIS II” concerns the creation of the Public Sector Network (pursuant to Law 3979/2011), with the main objective of providing a set of upgraded telecommunication services to all General Government entities for three consecutive years. Thus providing coverage to approximately 34,000 of its 34,000 points of presence (buildings) as well as wireless telecommunications services. It is a continuation and extension (quantitative and qualitative) of the existing National Public Administration Network “SYZEYXIS”, which currently covers only 4,500 points of presence of institutions. Upon its completion, all public institutions will have upgraded telecommunications services, with a drastic increase in internet access speeds, thus offering even more and better services to the citizen. At the same time, for the first time the Greek State will know with absolute accuracy how much money it spends on the communication needs of its institutions (fixed, mobile telephony and internet).
