Digital transformation and the public sector

During the pandemic, even the people who are most sceptical towards technology found that it is inextricably linked to almost all aspects of our lives, as it touches our personal, educational, work, consumer and professional activities. In this context, it is imperative to accelerate the digital transformation of the public sector.

With the support of the Ministry of Digital Governance, through the portfolio of ICT projects, Information Society S.M.S.A. undertakes to support public administration, focusing on the technological skills of public officials and on the productive cooperation between the public and private sectors.

At the present time, Information Society S.M.S.A. manages 162 public works contracts in various stages of maturity, with a budget of approximately 2.3 billion euro, as well as state aid actions with a budget exceeding 300 million euro. In total, the budget of the projects and actions managed by the company is over 2.5 billion euro.

Projects such as Syzefxis II, the Reform of the Financial System in the Central Administration and the rest of the General Government (gov-ERP), the Human Resources Management System (HRMS), Transparency III (“Diavgeia”), the Teleconferencing services in courts and penitentiary establishments (“Tele-trial”), the Digital Information Centre, the National Codification Portal, the Information System for the Licensing of RES Projects (PSAPE), the Redesign, Simplification & Modelling of the workflow of the National Printing House, the Integrated Information System for the management and monitoring of PPP projects and many more.

This number will increase even further in the coming period, doubling to be precise, taking into account the “Digital Transformation Bible” projects that are going to be assigned to Information Society, as well as the Digital Transformation projects that will be integrated and financed by the Recovery Fund, a large part of which is to be implemented by Information Society. According to the current data, Information Society S.M.S.A. is expected to manage almost 40 ICT projects, which will be financed by the Recovery Fund, with a total budget of approximately 2.1 billion euro. Thus, in a year or so from now, Information Society S.M.S.A. will be managing a project portfolio amounting to a total of approximately 4.6 billion euro.

A big gamble for all of us here at Information Society S.M.S.A. is the upcoming challenges in the context of the new digital reality. After the recent launch of the tenders for four (4) major projects which are expected to contribute decisively to the improvement of the Public Sector’s operation (Gov ERP, Transformation of Consular Services Procedures, Information System for the Licensing of RES Projects (PSAPE), Information System of the Hellenic Data Protection Authority (DPA)), a series of approximately 25 new projects-interventions will follow until October, according to our planning, with a total budget of approximately 130 million euro.

The modernization of the Integrated Information System of the Legal Council of the State, the development of the organizational operation of the Special Secretariat for Private Debt Management (EGDIX) for the provision of innovative services in order to support the viability of small and medium-sized enterprises, the Integrated Health Information System, the compliance with the GDPR regulation for the protection of personal data of Public Bodies and the G-Cloud Next Generation are just a few of the “links in the chain” of digital projects, which make it clear in the most emphatic way that Information Society’s main goal is to assume a leading role in the digital transformation of the Public sector and the new digital reality, with immediate and tangible results for citizens and businesses.
