International open tender for the Project “National Codification Portal / Integrated platform for the regulatory process through Evaluation and updating of good legislative, legislative and regulatory process standards”

The decision to launch an international tender for the Project “National Codification Portal / Integrated platform for the regulatory process through the evaluation and updating of good lawmaking and legislative and regulatory process standards”, with a total budget of €2.810.083,56, has been published. The tender is expected to be announced by the Information Society SA within the next few days.
The National Portal for the Codification and Reform of Greek Legislation is intended to be the electronic hub of codified legislation, which will be organised according to updated standards, will present the Greek legislation classified thematically and will make it available free of charge to the general public.
At the same time, the National Portal will collect all the information relating to the standards and procedures of administrative codification and reform of legislation in Greece, in order to support public policies for the restoration of the internal coherence of law, the improvement of the quality of legislative and regulatory provisions and their production procedures and their systematic integration into sets of legal rules, as well as to make them available to the general public.
As stated by the Secretary General for Digital Governance and Simplification of Procedures, Mr. Leonidas Christopoulos, “the National Coding Portal which is being announced today, is a flagship project, which has been delayed for many years. This project aims to digitise the entire law-making process and to simplify the legislative environment for citizens, businesses and public authorities alike. Through the creation of a friendlier legislative environment, the values and objectives of the Executive State are put into practice. I would like to thank all those who worked for this project to be finally announced, the Information Society SA, the DG Legal and Parliamentary Affairs, the Parliament and of course, the officials of the DG for Digital Governance and Simplification of Procedures.”
In particular, through the National Codification Portal, citizens, businesses and public bodies will have direct and free electronic access to the updated and codified national, legislative and regulatory texts that will be collected and produced in the framework of the project. Good lawmaking structures will be provided with supporting tools for their operation. The project aims to fill the current gap in easy and free access to existing codifications, which are either available in uneditable form and scattered throughout the public sector, or not available to the public at all. At the same time, the project will define a clear methodology for the legislative and regulatory process through the use of an integrated good lawmaking system, the creation and updating of the corresponding administrative codification standards, a proposal for the necessary legislative interventions, the creation of a universal legal index, the use of which will ensure the continuous updating and correctness of the available information. The National Portal will be designed with open data standards in order to allow further exploitation of its content by public and private sector entities through special licenses, while its interconnection with Greek and European legal databases will be supported for the exchange of information and the updating of available information.
