What is the object of the project?

The object of the project is to expand and upgrade the govHUB Interoperability Platform of the Central Union of Municipalities of Greece (KEDE), in order to meet the new requirements of the asynchronous applications that it will host, as well as the increased volume of calls that it expects to receive once all the regulated entities of local authorities are integrated.

The govHUB Interoperability Platform is a specialized business service channel and it constitutes the main two-way point of communication with all 332 Municipalities and the Public Administration. It is hosted on the G-Gloud of GSISPA and it provides modern APIs that are publicly documented in full, ensuring its scalability and interoperability. For each service provided by govHUB to third-party systems, a user-friendly web application (govAPP) has been developed accordingly for the employees of local authorities to use the service. GovHUB is entirely based on open source technologies and open architectures, such as Microservices.

The following subsystems will be developed and hosted in the near future:

• Platform for the Gross Income and Non-Resident Accommodation Fees
• Review and Issuance of Social Security Clearance
• Request & Receipt of a Criminal Record
• Issuance of a Certificate on the Payment of Real-Estate Tax
• Ex officio Supporting Document Search System
• Automatic Payment of Suppliers to the Public Sector
• Family Harmonisation – Kindergartens

What are the expected benefits of the project?

The benefits from implementing a project in this Call are the reduction of costs and the optimization of the operation of local authorities and their regulated entities, as a result of:

• the reduction of the administrative burden, which adds to the intangible cost of the end services, through the expansion of interoperable interfaces with third-party systems (web APIs);
• the reduction of the required processing time and the expansion of the availability of public services;
• the decongestion of the services provided by local authorities through the expansion of G2G services;
• increased productivity and the minimization of errors through the efficient, direct and centralized access to information;
• the prevention of downtimes, as well as the high availability, performance and reliability of services;
• the assurance that actions are being monitored;
• the improvement of the quality of the services provided;
• the reduction of direct contact between citizens and public services;
• the improvement of the citizens’ quality of life;
• the preservation of low system maintenance costs through the use of open source technologies.

What are the project’s objectives?

The Project’s objectives pertain to the proper, secure and smooth system operation. Indicative relevant actions of the project:

• Inclusion of all regulated entities of local authorities
• Modification of the architecture in order to ensure the system’s proper operation, serving over 10,000 users (employees)
• Ensuring the immutability of data through a distributed environment
• Expansion of the system’s ability for interoperable communication with third-party systems
• Ability to store asynchronous messages
• Ability to host asynchronous web services
• Enhancing security, as well as the accessibility of transactions
• Provision of important statistics and graphs
