What is the purpose and the objectives of the Project?
The joint headquarters of the AEF and EKOEMS, ELOAS and TAYMTS in a building owned by the AEF facilitate the creation of a common integrated information system. At present, each operator has their own information system and are charged with the maintenance costs thereof. In addition, electronic equipment (computers, printers, etc.) is non-uniform, often incompatible and with high maintenance costs.
Furthermore, a paper record file of the beneficiaries (shareholders) and future beneficiaries (recipients of dividends) of the financial benefits granted by the aforementioned Bodies is kept on the premises of the AEF, the volume of which makes it difficult to access data immediately and in a timely manner to implement all the procedures related to these benefits.
The Integrated Information System (IIS), the Web Portal and the digitization of the above mentioned file have as objective the overall service of all the Institutions related to the AEF, i.e. a. EKOEMS b. ELOAS and c. the AEF Employees Assistance Fund (TAYMTS).
Specifically:
- the IIS and the IIS Web Portal shall be installed in a common internal work network and will serve the needs of all sub-operators both in terms of the calculation of the benefits provided on a case-by-case basis and the monitoring of the accounting, the monitoring of these assets (when applicable), etc.
- the digitization of the paper record file will speed up the procedures for awarding cash benefits to beneficiaries of all Bodies and will facilitate the registration and monitoring of changes in their data.
In conclusion, the project can be functional because, with its completion, it will upgrade the services provided to citizens (shareholders – recipients of dividends), public bodies and services (Ministry of National Defense, Ministry of Finance, IDIKA, etc.). It will also facilitate the AEF staff in the execution of its mission, while at the same time it will be a safeguard against loss of income.
What actions does the object of the contract include?
The object of the contract includes:
- the requirement analysis of the Project, based on the procedures included in the operational mechanism of the AEF, in the individual functional areas (AEF- Financial Services Division, AEF- Benefits Division, AEF- Property Directorate, AEF- Legal Services, AEF- Protocol, AEF- Administrative Department (monitoring of administrative changes of staff), TAY – AEF, EKOEMS, ELOAS).
- the design, development and operation of the Information System and the corresponding Subsystems.
- the design, development and operation of a Web Portal for the provision of services to Shareholders and Recipients of Dividends.
- the migration of data to the new Information System.
- the provision of digitization (scanning) services.
- the supply and installation of scanners
- the provision of warranty and maintenance services.
- the provision of training services for the users of AEF, TAY-AEF, EKOEMS, ELOAS.
- the provision of support services during the testing period.
The functional characteristics of the individual subsystems will be decided based on the need to maintain and improve the existing mode of operation of the divisions of each Organization.
How is it funded?
The Project is funded by the Operational Program “Public Sector Reform”, within the framework of the NSRF 2014-2020, by the ERDF and by National Resources. The budget for the right to opt for maintenance services is financed exclusively by National Resources.
