What is the object of the project?
According to the strategic planning of the Ministry of Climate Crisis and Civil Protection for the implementation of modern technologies in its field of activity, the main objective is to use new technologies and artificial intelligence in order to enhance its capabilities in each field, with particular emphasis on prevention, preparedness and early warning. To this end, the Ministry of Climate Crisis and Civil Protection will implement a holistic operational system that utilizes all existing and new systems, under two main operational pillars:
- National Crisis Management and Prevention System
- National Early Warning System
What is the purpose and expected benefits of this project?
The purpose is to centrally manage and process the available data in order to adequately support the information and decision-making process. More specifically, the benefits that are expected to arise include:
- The consolidation of information obtained from multiple source systems into a single infrastructure and a common data model is expected to facilitate and accelerate the reporting and analysis process, potentially and in real time, for both internal and external users.
- Preserving the historical accuracy of the information, even from source systems that do not support it, will allow the identification of trends and the monitoring of dynamic phenomena that is not currently feasible.
- The creation of a single and common data dictionary will create a common code of communication between the services and, consequently, a common and objective representation of the most important performance indicators, creating a “common version of the truth”.
- The definition of the Information Governance Framework will set the rules for the management and use of information, ensuring its security in all cases and especially sensitive data cases.
- The use of Big Data techniques, especially in the public cloud computing system, allows for smooth expansion and scaling of services, ensuring the coverage of both existing and future needs of the operator.
- The use of information will highlight potential problems in the quality of the data and will help to determine corrective actions in the source systems and to monitor the progress of those actions.
- The uniform provision of data management and processing services can secure economies of scale since reporting and analysis needs will be centrally addressed and will not need to be addressed individually in the context of the various projects and actions carried out by the State.
- The creation of ready reports and analyses will allow the executives of the Public Administration to focus on the analysis of the results instead of spending time on their, often manual, preparation and processing of information. This investment by the Ministry of Climate Crisis and Civil Protection will give the possibility to use Data Analytics tools in the planning of crisis and natural disaster management.
