What is the object of the project?

The National Telecommunications Network is essentially any telecommunications network of the Greek State. The largest of these is the public sector network project – Syzefxis II. Syzefxis II (Main Project), with its implementation, will create the “telecommunications network” for the entire Greek State, through which upgraded electronic communications services will be provided, such as telephony, internet, video, etc. at a reduced cost. It is the “core project” for the establishment of the Public Domain Network (DDT) as defined in Chapter I of Law 3979/2011 on electronic governance.

Syzefxis II project is essentially an evolution and extension of the Syzefxis – Syzefxis I projects, implemented and supported on behalf of the Greek State by Information Society S.A., and includes the supply of all the necessary infrastructure as well as all the necessary telecommunications services for an indicative amount of 34,000 public buildings covering a very large percentage of the telecommunication needs of the public sector (compared to the 4,485 buildings of the original Syzefxis project) for a period of at least 3 years.

The object of the project “Support/Maintenance of the Registry of Bodies of the National Telecommunication Network EDT” relates to the development of an integrated Information System as well as the provision of advisory planning and training services for the staff of Information Society SA for the purpose of supporting and maintaining the content of the Registry of Bodies of the National Telecommunications Network, through the development of an integrated Information System as well as the provision of advisory planning and training services for the staff of Information Society SA.

What are the purpose and objectives of the project?

The purpose of the Project is to contribute to the consolidation of the distributed information of the “Assets” of the SYZEFXIS II Network, which at this stage are distributed to the individual participants (Contractors) in the SYZEFXIS II project, in a centralized repository, which will be the single source of truth and benchmark for all those involved in the management of changes of the SYZEFXIS II project.

The main objectives pursued in the SYZEFXIS II Network are the following:

Development of a new open network generation in the Public Sector, based on advanced network technologies that will provide high quality telecommunication services to public bodies.
Provision of basic internet services (e-mail, video conferencing, web hosting, etc.), advanced network security services and voice and video services to the operators and consequently the improvement of their operation.

ensuring the required network infrastructure for electronic governance projects;
Providing integrated services to citizens, through automated and user-friendly systems for the provision of information and transactions processing with the State.
The rationalisation and evaluation of the needs of Public Bodies for electronic communications services.
The reduction of telecommunication costs for the State and the creation of economies of scale through the aggregation of demand for related services in the Greek State.

What are the expected benefits of the project?

In view of the above, the expected benefits form the implementation of the Project are:

  • The creation of a state telecommunications network, especially for the Public Sector.
  • The creation of a “broadband environment” for all public bodies and the abolishment of the “digital exclusion” that exists today.
  • The provision of upgraded electronic services to institutions and the modernisation of the Greek Public Administration.
  • The reduction of bureaucracy in the Greek State.
  • Electronic communication, interoperability and collaboration between public services.
  • The most efficient and flexible cooperation between Public Administration Bodies through services such as teleconferencing, tele-cooperation, as well as the remote access service.
  • The upgrade of the working environment of public servants.
  • The creation of a “digital culture” for employees in the Greek Public Sector.
  • The easiest and fastest communication possible for citizens and their servicing by the Public Services.
  • The upgraded provision of services to citizens, through automated and user-friendly systems for the provision of information and transaction processing.
  • The reduction of the “digital gap” in the framework of the national and European digital strategy.
  • The utilisation by the State of its investments in information and communication technologies.
  • The saving of resources for the Greek State, through the intended “aggregation of demand”.
