What is the object of the project?
This project relates to the full technical support of the pilot and production operation of the Specialized Information System to support the pilot application of the “Personal Assistant for Persons with Disabilities” service, but also the support for users throughout the operation of the pilot project.
More specifically, according to JMD 28458/2022 ‘Implementation of the Pilot Program “Personal Assistant for people with disabilities”’, for the needs of the program the following information systems operate at the Greek Organization of Welfare Benefits and Social Solidarity (OPEKA):
(a) an Information Support System, which supports the operational operation of the Program and specifically the process of submitting applications for inclusion of Beneficiaries in the Program, their selection process, the operation of the Special Interdisciplinary Assessment Committees, the applications for inclusion and the operation of the Personal Assistants Register, the selection of a Personal Assistant by each Beneficiary, the monitoring and certification of the provision of Personal Assistance as well as the payment of the corresponding compensations;
(b) a Personal Assistant Training Management Information System. The Personal Assistant Training Management Information System covers the training needs of Personal Assistants and their certificates of completion.
The potential Contractor is requested to provide the following services related to the Information Support System:
- support the users of the Pilot Information Support System by providing specialized services by user category such as
- authorized users of the information system who have access with administrator credentials on behalf of the involved bodies of the program,
- members of the special evaluation committees and
- support of specialized requests originating from the pilot program’s Helpdesk and concerning important technical issues faced by beneficiaries – persons with disabilities and personal assistants.
- Service for the Adaptation and Addition of the existing functionality of the Support Information System based on needs that will arise during the operation of the information system and throughout the pilot application. In this context, the potential Contractor will be in constant communication both with the Contracting Authority and the Operating Body of the project and the information system for managing the training of personal assistants, for the immediate adaptation, upgrade and addition of functions to the existing functionality of the information system. As part of the platform’s daily support, the potential Contractor will have the opportunity to become aware of the imperfections and corrections that must be made in the functioning of the information system. At the same time, through constant communication with those involved in the pilot application, the potential Contractor will have the possibility to gather, almost in real time, all the information for the implementation of the service of adapting the functions of the information system while at the same time, following the meetings with the bodies, to be able to make the required additions to the existing functionality.
