“Digitally transforming the state in the time of the pandemic”, article by Stavros Asthenidis, CEO of IS S.A.

The digital transformation of the state was one of the Government’s key commitments, and its implementation began on the first day of taking office.

The reforms achieved, such as the ability to work remotely for civil servants and public officials, as well as the interoperability and interconnection of registers in order to be able to serve citizens quickly and efficiently, did not just evolve because COVID-19 came into our lives, but the aim was to consolidate them as a daily practice and to serve as the forerunner of the innovations yet to come.

This is just the beginning of the state’s digital transformation, and the projects that have been designed and are on track to be implemented are a big gamble for everyone. Complex projects that intervene at the core of the Public Sector in order to achieve better and safer public administration, strengthening of entrepreneurship, optimization of citizen service, more transparency and a better functioning state. Projects that, precisely due to their technical or institutional particularity, constitute intervention projects. In this context, the change to the physical and institutional background will significantly determine our success in shifting the perception of citizens and businesses about the state.

At Information Society S.A., which serves as a steering arm for the implementation of the digital strategy in relation to all major ICT projects, we work at a high pace so that the results of these interventions can become available to citizens as soon as possible.

The holistic upgrading of Citizen Service Centres (KEP) is already underway. By substantially upgrading the digital, organizational, operational and aesthetic identity of Citizen Service Centres (KEP Re-branding), the institution will be able to respond even better to the needs of the digital age by carrying out its main mission, i.e. serving citizens and businesses.

With a primary focus on the provision of participatory and personalized information to citizens and businesses, the upgrade of the Transparency programme (“Diavgeia”) is also already in progress, with the main objective of expanding functionality in order to strengthen transparency, ease of use, as well as the provision and the dissemination of information.

Another important IT project has entered the implementation phase in the Public Sector, the Human Resources Management System (HRMS). The HRMS, under the management of the Ministry of Interior, will interoperate with other systems of the public sector, and it will collect and process the data of approximately 3,537 bodies and 9,131 operators. The HR management platform will lead to the removal of vertical structures that slow down and sometimes inhibit employee mobility, and it will create economies of scale and scope.

Information Society S.A. is moving forward with determination, taking steady steps to achieve the target levels of digital transformation that have been set for the country, while at the same time putting into practice the company’s vision to be recognized and utilized as an organization-centre of knowledge for issues related to the entire life cycle of Information and Communication Technology (ICT) projects for the public sector.
