Public Consultation on the Project “Development of value-added services of the DIAVGEIA programme

It was announced today by the Information Society SA, the public consultation for the project “Development of value-added services of the program DIAVGEIA”.
The consultation process will be carried out through the National Electronic Public Procurement System, at the following address: www.promitheus.gov.gr, for the time period up to 25.08.2020 from the posting of the Consultation Document on the National Electronic Public Procurement System.
The Secretary General of Digital Governance and Simplification of Procedures, Leonidas Christopoulos, stressed that “The upgrade of the existing application “Diavgeia” will contribute decisively to the creation of the new face of modern administration, through the strengthening of transparency, information and dissemination of information. Our aim is for citizens to enjoy to the fullest the constitutionally guaranteed right to unhindered access to information. A fact that implies their substantial participation in the socio-economic life of the country”.
“The new version of Diavgeia will enrich the applications of the existing Information System and will add value to it, while enhancing the openness of its data, with a primary focus on participatory and personalized information for citizens and businesses. This will strengthen the role of the system within a wider digital governance ecosystem that supports and promotes the efforts of the State for a modern administration,” said Stavros Asthenidis, CEO of I.S. SA.
In particular, an extension of the applications will be implemented with the addition of functionalities that will allow the posting of more types of acts, which will lead to further transparency in the operation of the Public Administration and the expansion of the existing role of the platform as a central repository of public documents.
At the same time, in order to enhance the extroversion of the system, an extension/upgrade of the information retrieval subsystem will be implemented, both at technical and functional level. The operations indexing system will be modernised to expand or contract dynamically according to the daily load, and is now separated from the suspension subsystem so that it remains fully available even under high load conditions. Finally, there will be a strengthening of the information subsystem with the integration of extended usage statistics.
More specifically, the main areas of intervention are:

Expansion of the possibilities for storing and making public documents available: The possibility of expanding the decisions posted and the descriptive data held in order to improve the management of the information received by Diavgeia and its availability to third parties.
Open Data : The project envisages the reconstruction of existing infrastructures such as the search subsystem at the user interface (UI) level and at the machine-readable level (API). Operational Monitoring and Information Support to operating agency executives and executive management. The development of a specific information subsystem and the upgrading of the existing information system management subsystems is included. Enhancing the participatory features of the system: Upgrade of the existing search subsystem, reform of the web portal with the possibility of personalizing the search results.
