The tender for the HRMS was announced

Another large and innovative IT project in the Public Sector, which was announced in the past but was not implemented, is now on track for implementation! Specifically, “Information Society S.A.” announced the announcement of the tender for the HRMS (Human Resources Management System) “Human Resources Management System Operation Service”.

This is beyond any doubt a decisive reform breakthrough in the operation of the Public Sector, which will contribute dynamically to the broader effort for the digital transformation of the public administration and the smooth transition of the country to the new “digital” era, which is in full swing and will be a catalyst, among other things, for the growth of the economy.

The project budget amounts to 9.393.623.71 euros and will be funded by the Operational Programme “Public Sector Reform”, under the NSRF, ECB and National Funds, while the implementation time is estimated at 33 months.

As the main executive arm for the implementation of the strategy, projects and actions of the Ministry of Digital Governance, which is also the financier of the project, in cooperation with the Ministry of Interior (the main and operating body of the project), I.S. S.A. signed the relevant programmatic agreement, with the primary objective of improving the administrative capacity of the Public Administration, as well as the implementation and management of interventions in the field of human resources, with the use of new information and communication technologies.

The scope of the project is the provision of services for the analysis, design, development, configuration, implementation, implementation and operation of a Human Resources Management System in the Public Sector. These services will be used by the General Secretariat for Human Resources of the Public Sector of the Ministry of Interior, but also by the entire Public Administration in order to design, implement and monitor policies and strategic decisions on HR-related issues.

The platform is planned to be delivered online, will bring together all the functionality required to support the exercise of a Directorate’s responsibilities and will be administratively aligned to the strategic directions. All the services of the Human Resources Management System that will be developed within the framework of this project will be installed and hosted in the infrastructure of the Governmental Cloud G-Cloud of the General Secretariat for Public Administration Information Systems. This will facilitate horizontal communication and coordination between bodies.

The expected benefits from the implementation of this project will be:

-Ensuring the proper allocation and optimal management of human resources in the public sector, as well as the implementation of policies for their evaluation. Particular emphasis will be placed on the management of senior civil servants.

-Improving human resource management, an action that includes the policies and actions needed to take care of all aspects related to personnel issues, including recruitment, training, evaluation, remuneration (financial and non-financial) and providing a safe and fair environment for the employees of a public organisation.

-Optimal utilization of the human resources of the Greek Public Administration, with a broad perspective, central planning, strategic vision and rational allocation.

-Design, implementation and evaluation of an integrated HR management policy in the Public Administration.

-Managerial emphasis on the people who support the processes with an emphasis on the result they produce rather than the result adherence to the processes.

-Broadening the scope of the employee’s work and the result produced by his/her work. Broader linking of staff utilisation, based on their qualifications and skills. Implementing practices to highlight and exploit the specific qualities of each employee.

-Targeted education and training of employees.

-Systematic and long-term planning on issues related to the management of employees.

-Removing vertical structures that slow down and in some cases inhibit the mobility of officials.

-The adoption of centralised infrastructure (platform and computing equipment) allows economies of scale and scope to be created, reducing the overall cost to the public administration of acquiring, operating and maintaining similar systems on a piecemeal basis.

-The concentration of information in one place enables more effective monitoring of available HR, strengthens the implementation of strategy on relevant issues, expands the provision of services to state employees, significantly facilitates the use of the newly introduced administrative concepts of mobility and staff evaluation, strengthens the faster exchange of information between agencies, provides equal work and training opportunities for all employees, improves the efficiency and effectiveness of HR management, and improves the efficiency of HR management.

-Improved achievement of objectives (effectiveness) of public sector employees and better use of human resources (efficiency) resulting in improved efficiency of the public administration and therefore improved services to citizens and businesses.

-The scope of the project includes, among others, the recording and evaluation of the current situation, the Employee Register, the Digital Organization Charts, the management of recruitment, leave and working hours of staff, promotions and selection of supervisors, disciplinary procedures, human resources development and training services. The HRMS, managed by the Ministry of Interior, will collect, interoperate with other public systems and process the data of about 3537 institutions and 9131 managers.
